Howe & Company serves as both administrator and claims manager for the self-funded property and liability risk pool which serves Maine's county governments. Since its inception in 1989, we have guided this specialized entity and helped it grow from its initial seven counties to all sixteen counties. We currently employ a full-time, licensed claims manager, Malcolm Ulmer, who was formerly employed by Gallagher-Bassett and Commercial Union. We contract with attorneys who have expert knowledge in the Maine Tort Claims Act, civil procedure, and insurance defense. Working with licensed securities dealers, CPAs, and actuaries, we oversee the investment of millions of dollars of public funds. We conduct or contract out a variety of risk management training opportunities for county officials in the areas of law enforcement liability, motor vehicle operations, and employment practices.
